A Chinese warship, which ran aground in disputed waters close to the Philippine coast while on a security patrol, extricated itself Sunday and was heading home, averting fears of another maritime standoff between Beijing and Manila in the South China Sea.
The frigate, which got stuck Wednesday night on Half Moon Shoal, about 170 kilometers off the western Philippine province of Palawan, would sail back to the Chinese port, spokesman for Chinese Embassy in Philippines Zhang Hua said in a statement, according to the Associated Press.
The South China Sea is a focal point in the diplomatic relations between the nations in the Asia Pacific and has been at the heart of territorial tensions between nations which claim overlapping parts of the resource-rich region.
"At about 5 a.m. on July 15, the frigate which had run aground in waters near Half Moon Shoal successfully extricated itself with the help of a rescue team," China's defence ministry said in a statement, Reuters reported.
"The bow has sustained light damage and everybody on board is safe. Its return to port is being organised. The incident caused no maritime pollution," the statement added.

Manila had sent two of its navy vessels and a reconnaissance aircraft to the area after the Chinese ships had been spotted near its coast.
"As of Saturday night, the Chinese ships are still there and, as of today, we don't have any information if they were able to remove the ship there," Commodore Rustom Pena, commander of naval forces in western Philippines, said.
Manila says Half Moon Shoal is located within its exclusive economic zone, as recognized by international conventions.
The shoal, called Hasa Hasa by the Philippines and claimed by China as part of the Nansha island chain and known internationally as the Spratlys, is also claimed by Taiwan, Malaysia, Vietnam and Brunei.
At the just concluded summit, the Association of Southeast Asian Nations, or ASEAN, failed to reach a common ground over the territorial tensions in the South China Sea, resulting from the disagreement among the member nations, which member Indonesia slammed as "utterly irresponsible."
Foreign ministers from the 10-member nations deliberated all week to finalize its position on the maritime tensions in the South China Sea. But they emerged from the ASEAN Regional Forum, or ARF, Thursday in the Cambodian capital Phnom Penh without reaching an agreement because the Philippines and Vietnam, along with Brunei and Malaysia, claim overlying parts of the South China Sea.
China, on the other hand, lays claim to almost the entire South China Sea, including what is recognized by the U.N. as the Exclusive Economic Zone of other neighbors.
The Philippines, which was involved in a dispute with China recently over the ownership of the Scarborough Shoal, has been seeking ASEAN's support in pressuring Beijing to accept the code of conduct.
While addressing the ARF, Philippine Foreign Minister Albert del Rosario said China's behavior in the region accounted to "gross violations" of international conventions and was "part and parcel of [China's] creeping imposition of its claim over the entire South China Sea."

WICHITA, Kan. (AP) ? In Beijing, Shenzong Cheng is known as the "Helicopter King of China," an industrialist who's been quietly building a small empire in aviation manufacturing.
But he remains largely unknown in America, where the beleaguered aviation industry was shocked this week with the news that Cheng's company, Beijing-based Superior Aviation Beijing Co. Ltd., would acquire the civilian operations of the Kansas aircraft maker Hawker Beechcraft for $1.79 billion.
Cheng isn't speaking publicly of his plans for the Wichita-based company. His silence has left thousands of workers scouring for clues about their suitor and what he may have in store.
"Anytime a Chinese company proposes to move in, in such a massive scale, there are going to be concerns on a number of issues ? both the assurances regarding jobs and facilities as well as technology transfers and what type of precedent this sets," said Frank Larkin, a spokesman for a machinists' union representing roughly 2,600 of Hawker's Wichita workforce.
It's been an especially tough year for Wichita, the self-proclaimed "Air Capital of the World," which is also home to major manufacturing plants for Boeing, Spirit AeroSystems, Cessna, Bombardier and more than a hundred smaller aircraft suppliers. But business jet sales have dropped in a global economic downturn, and this has hit local jobs hard.
Earlier this year, Boeing announced it was closing its defense plant in the city, and in May Hawker Beechcraft filed for bankruptcy. More than 13,000 aircraft workers in Wichita have lost their jobs since 2008.
Hawker Beechcraft said it was premature to comment on Cheng's role, though Superior CEO Tim Archer told The Associated Press in a written statement that Superior Aviation will "aggressively work to keep jobs in the United States by continued production of the Hawker and Beechcraft product lines and expanding the production, design, and servicing of civilian aircraft at all locations including Kansas, Arkansas and Texas, and many other states across America."
But without a deeper sense of Cheng's history, anxieties about his plans for Hawker Beechcraft are likely to linger. When reached by The Associated Press this week, an assistant for Cheng in China, Qian Chunyuan, said Cheng was too busy to give interviews.
In a report published this week in a Chinese newspaper, 21st Century Business Herald, Qian cited the competitive bidding for Hawker Beechcraft and said Cheng was pursuing another potential acquisition, an Australian aircraft distributor, to sell the company's products.
Superior is 60 percent owned by Beijing Superior Aviation Technology Corp. Ltd. ? a private entity entirely owned by Cheng and his wife, Qin Wang, according to a letter outlining the proposal.
Cheng also is chairman of aircraft manufacturer Qingdao Haili Helicopter Co. Ltd. The Oriental Morning Post in Shanghai reported that this company has suspended helicopter production due to poor export orders.
Weifang Tianxiang Aviation Technology Co. Ltd., another of Cheng's companies, formed a joint venture with American helicopter manufacturer, Brantly International Ltd. in 2009. The two companies merged operations at Superior's facilities in Coppell, Texas, and Brantly says all its manufacturing is now conducted at its parent facility in Qingdao on the east coast of China. Brantley's parts and service department remains in business but its website says no new helicopters are available for sale.
In 2009, some of Cheng's companies joined an umbrella group to buy U.S. aircraft parts supplier Superior Air Parts Co., which at the time was in bankruptcy proceedings.
In a letter sent to Hawker Beechcraft outlining the most recent proposed acquisition, he cited that takeover as proof that his management is "very familiar with the bankruptcy acquisition process and acquiring and managing an aviation business in the U.S.," saying they turned that business around in less than two years.
Hawker Beechcraft employs about 7,400 people, with roughly 4,700 working at its Wichita, Kan., facility. It also has factories in Little Rock, Ark., the U.K. and Mexico, as well as more than 100 service centers worldwide.
Analysts say it is unlikely Superior would move Hawker Beechcraft's entire aircraft production lines to China because doing so would mean the loss of its FAA production certificate, although some work could be farmed out.
In his letter to Hawker Beechcraft, Cheng wrote that Superior had no plans to relocate or terminate any manufacturing facilities or product lines. But Cheng also noted that Superior has worked closely with the Beijing municipal government to build a strong aviation industry in Beijing.

Building Partnerships for Effective Advocacy:?Connections with The Mills College School of Education
An important step in building a national movement to promote the importance of the children?s first three years, is to strengthen the professional workforce responsible for working with infants, toddlers and their families during these pivotal years. The Mills College School of Education (www.mills.edu/education) is doing just this by preparing high quality early childhood professionals to work as leaders in diverse communities, partnering with families and cross-disciplinary professionals, to optimize young children?s learning, developmental trajectories and overall well-being. Unique aspects of the Mills program include a strong integration of theory and research with field placements and practice in diverse early childhood settings across the bay area, an emphasis on developing dispositions for inquiry and ongoing critical reflection to guide professional practice, using a strengths-based relational approach in working with children, families and colleagues, cultivating a deep respect for diversity and cultural variation, and developing early childhood leaders committed to improving social justice and equity for vulnerable children and families often living in our most underserved communities.
Individuals interested in gaining knowledge and expertise in the infant-toddler years at Mills have several opportunities for study including undergraduate majors in child development or psychology and five options for graduate education: 1) Master?s degree in education with an emphasis in early childhood education?provides students with a strong foundation in child development and developmentally appropriate practices with a focus on early childhood teaching or administration and policy, 2) Master?s degree in education with an emphasis in child life? prepares students to become certified Child Life Specialists with specialized training to respond to the developmental, social, and emotional needs of children and their families in traumatic situations and to mitigate the impact of the trauma and preserve basic developmental pathways and family support systems in hospitals and community settings, 3) Master?s degree in early childhood education combined with the Special Education credential?prepares individuals to work with infants and young children with developmental disabilities and their families in early intervention and preschool special education settings, 4) Master?s degree in infant mental health? an interdisciplinary program (education and psychology) that provides students with the skills and knowledge to become practitioners or clinical researchers that specialize in working with children from birth through age five. ?Infant mental health as a profession aims to promote healthy social and emotional development within the context of family, community, and cultural expectations for young children, and 5) Master?s or doctoral (Ed.D) degree emphasizing leadership in early childhood?a program for working professionals experienced in the field of early childhood, with a focus on leadership theories and leadership development, family and child policies and funding streams, effective advocacy and coalition building, and developing the skills to influence positive change in organizations and across the field of early childhood.
A commitment shared among faculty and students in the School of Education is the development of collaborative partnerships with individuals and organizations doing important work on behalf of children and families in our local communities. As a result, it was no surprise that several of Mills students and alumni were eager to volunteer on the ?For our Babies? Campaign! We are thrilled that Jean Kurnik (MA, ECE Leadership 2011), Jenna McAnulty (MA, ECE Leadership 2012), Claire Boss (MA, ECE 2012), Chris Carducci (2nd year EdD student, ECE Leadership) and Sara Bonetti (incoming EdD student, ECE Leadership) are supporting this important national movement by reviewing empirical research on topics central to the Campaign?s 4 pillars?e.g., prenatal care, paid leave/well baby care, screening and follow up services, quality infant and toddler care, access and barriers to infant-toddler services, pilot projects on a state and national level, qualifications of providers and international comparisons. Just as the leak last night indicated, Samsung is finally ready to deliver Ice Cream Sandwich to Sprint's Galaxy S II Epic 4G Touch. Samsung also announced today that US Cellular's similar but WiMAX-less SCH-R760 Galaxy S II is getting the same FF18 update as well. The changelogs are available at the source links below, interestingly Android Beam is mentioned since these devices lack NFC, it's hard to see how that could be on the list. US Cellular users can download and install the update right now using a SimpleDL tool on a Windows PC, however unfortunately there's no support for any other operating systems at this time. On Sprint the update is coming out OTA and will slowly arrive on devices over the next few days, but if you're impatient then we'd keep an eye on the thread at XDA Developers for reports on how well it works as well as some sideloaded workarounds.

No, I don?t think that it would have been easier in 1960 for JFK if he had become Adlai Stevenson?s running mate in 1956.
There was no way that Stevenson was going to beat President Eisenhower in 1956, so Kennedy would have been the Vice Presidential nominee in a losing effort.? That?s not exactly a stepping-stone to the Presidency unless you are a superhero like Franklin D. Roosevelt.? JFK likely would have had any national ambitions in 1960 squashed because he would have been identified with Stevenson, and Stevenson?s stock had dropped dramatically after losing two straight Presidential elections by substantial margins.? And, by ?substantial?, I mean that he got the shit kicked out of him in both campaigns by General Eisenhower, who garnered over 400 Electoral votes in 1952 and 1956.
Being tied into a losing effort in 1956 with Stevenson would have been a tremendous setback in Kennedy?s shot at the Presidency.? If he had been the losing Vice Presidential candidate in 1956 and still sought the Presidency in 1960, Hubert H. Humphrey probably would have handled Kennedy pretty easily in the primaries and coasted to the Democratic nomination.? In that scenario, I still don?t think LBJ would have made too big of a splash if he decided to run in 1960.? Things would have definitely been far different than everything actually turned out because a weakened JFK would lose the Democratic nomination to HHH and then I seriously doubt that HHH would have been able to beat Richard Nixon in 1960.

The fossil turtle was discovered in Colombia's La Puente pit in the Cerrej?n Coal Mine, made famous for its other treasures, including the extinct?Titanoboa cerrejonensis, two crocodile species,?Cerrejonisuchus improcerus?andAcherontisuchus guajiraensis, as well as two turtle species, the?small-car-size Carbonemys cofrinii?and the?thick-shelledCerrejonemys wayuunaiki. Named?Puentemys mushaisaensis?after the pit where it was found, the turtle, whose shell would have extended 5 feet (1.5 m) across, adds to growing evidence that tropical reptiles ballooned after the dinosaurs were wiped out.
Even with its mouth wide open, Titanoboa wouldn't have been able to down this turtle, not whole at least. And its round, low-domed shape would have increased the surface area exposed to the sun to keep the cold-blooded turtle warm, said study researcher Carlos Jaramillo of the Smithsonian Tropical Research Institute in Panama.
"The shell was far more rounded than a typical turtle," Jaramillo told LiveScience.
Various factors, including plentiful food, fewer predators, large habitat and climate change, would have worked together to allow turtles and other animals to reach such relatively gargantuan sizes, scientists have suggested.
For instance, the warm weather where would've been beneficial for?P.?mushaisaensis?and other ectotherms that rely on their surroundings to regulate their body temperature.

A delegation from the Syrian National Council met with Foreign Minister Sergey Lavrov on Wednesday with the aim of pushing Russia to accept Assad's ouster as part of a political transition in Syria.
The exiled group's new leader, Abdelbaset Sieda, called the Syrian conflict a "revolution in the direct sense of the word" and recommended "intervention by the U.N." to bring a halt to the violence.
Activists say more than 17,000 people have been killed since the uprising began in March 2011.
Russia has insisted that any political transition have the consent of both Assad's government and the opposition.

So, that first round of Nexus Q hacks? Impressive in terms of turn around time, not so much when functionality is your primary metric. But, a couple of weeks with the gorgeous, if questionably useful device, has started to produce some truly exciting results. The one that has our tinkering fingers itching most, puts a launcher and apps right at your finger tips... well, mouse pointer. The hack is hardly for the meek but, if you're already in possession of a Nexus Q, we're sure pushing a few .apks via adb won't unsettle you too much. The solution is far from perfect, but the Android foundation is able to recognize keyboards and mice it seems without issue. What really makes this a great hack, of course, is the ability to install apps like Netflix and Angry Birds finally freeing the Q from its arguably artificial shackles. If you're looking for something a little less involved (and decidedly less cool) there's also QRemote, an .apk you can push to your Q that lets you control it via a web browser. It doesn't expose any additional functionality, but at least it lets you skip tracks from your PC or other non-Jelly Bean device. Episcopal bishops approved an official prayer service for blessing same-sex couples Monday at a national convention that also cleared the way for transgender ordination.
At the Episcopal General Convention in Indianapolis, the House of Bishops voted 111-41, with three abstentions, to authorize a provisional rite for same-sex unions for the next three years. The liturgy next goes to convention's deputies for their authorization.
In a separate vote Monday, the full convention approved new anti-discrimination language for transgendered clergy candidates and church members. Some dioceses already ordain transgendered people or elect them to positions of parish leadership. However, advocates for the amendment argued they needed an explicit statement of acceptance as the churchwide policy.
The Rev. Carla Robinson, who is transgendered and a vicar of All Saints Church in Seattle, said she was lucky to have the backing of parishes and bishops when she was considering ordination, but she said others haven't had the same support.
"I stand here as a priest today because my diocese specifically said that my gender identity and expression didn't disqualify me from the discernment process," Robinson said from the floor of the convention. "I ask that as a church we do the same for my trans sisters and brothers."
While critics of the different measures registered their opposition during the convention debate, many conceded ahead of the vote that they were in the minority.
Episcopalians blazed a trail ? and caused an uproar ? in 2003 by consecrating New Hampshire Bishop Gene Robinson, the first openly gay bishop in the Anglican world. The Episcopal Church is the U.S. body of the Anglican Communion. Episcopal conservatives responded by creating a rival denomination under the guidance of like-minded Anglican leaders overseas.
Worldwide, the 77 million-member Anglican Communion, which has its roots in the Church of England, has been splintering ever since. Anglican leaders had asked Episcopalians for a moratorium on electing gay or lesbian bishops as the communion struggled to stay together. However, after a few years, Episcopalians voted to lift the temporary ban.
On Monday, several Episcopal bishops who spoke against the same-sex unions trial liturgy warned about the repercussions overseas.
"I believe it will put us, put the Episcopal Church, out of the Christian mainstream," said Bishop Edward Little of the Diocese of Northern Indiana. "They will interpret that the Episcopal Church has endorsed same-sex marriage."
However, Bishop Mariann Edgar Budde argued that an official service was needed to honor and bless the "lifelong same-sex couples" who she said "have served Christ and Christ's mission in ways incalculable to measure."
The official liturgy for same-sex blessings has been in development since 2009, when it was authorized by the last General Convention. Some bishops had already developed rites for the ceremonies for use in their own dioceses. If the deputies approve the proposal before them in Indianapolis, it will be the first such official prayer for use by the entire church.
The rite is called "The Witnessing and Blessing of a Lifelong Covenant." It includes what one bishop described as a conscience clause, explicitly stating that no one in the church would be forced to perform the ceremony or punished in any way for barring its use.
Like other mainline Protestant groups, Episcopalians have been debating the Bible and homosexuality for decades. The Evangelical Lutheran Church in America and the Presbyterian Church (U.S.A.), have in recent years struck down barriers for clergy living with same-sex partners, while the United Methodist Church has maintained its ban on ordination for openly gay and lesbian candidates.
The New York-based Episcopal Church has 1.96 million members. The convention in Indianapolis runs through Thursday.

Mayes College of Healthcare Business and Policy suggests that MammaPrint ? a gene expression profiling (GEP) test used to identify whether women with early-stage breast cancer would benefit from chemotherapy ? is the more cost-effective and clinically-useful test than the most frequently used GEP in practice in the United States today. The findings have strong implications for health policy makers and health insurance reimbursement decisions, as well as, for health providers and patient outcomes.
To date, Oncotype DX ? a 21-gene profile assay ? is the most commonly used GEP in clinical practice in the United States. Oncotype DX produces a numerical recurrence score, which places patients in three categories: high risk, intermediate risk and low risk. MammaPrint ? a 70-gene profile microarray evaluation used more frequently in Europe ? reports results via two categories: high risk or low risk for recurrence.
The research of Amalia M. Issa, PhD, MPH, chair of the Department of Health Policy and Public Health and director of the Program in Personalized Medicine and Targeted Therapeutics, which was published online by Cancer in February 2012, compared Oncotype DX and MammaPrint from a third-party payer?s perspective. A 10-year Markov model, which represents changing health states over time, was developed to evaluate the costs and quality-adjusted life years associated with using the two most popular GEP-guided treatment strategies in a hypothetical cohort of 1,000 women with early stage, lymph node-negative, estrogen receptor-positive breast cancer. Outcomes included no recurrence, recurrence, and death. The costs considered included the expenses generated from the administration of the gene test, dispensation of adjuvant chemotherapy and other chemotherapy, as well as cost of treating recurrence, adverse events and end-of-life care.

Breast cancer is the second most common malignancy for women in the United States, with more than 200,000 women diagnosed annually. Each day, patients and their health providers must make difficult decisions about treatment and the utilization of adjuvant chemotherapy to reduce the risk of reoccurrence or death. Increasingly, providers are utilizing GEP tests to evaluate prognostic and risk information and determine the best course of treatment.
?New genomic diagnostics and personalized medicine applications are increasingly entering the market, and this broader availability of diagnostics has major implications for health care delivery,? continued Dr. Issa. ?The unexpected findings of this study demonstrate the need for further translational research studies of this type to be conducted before a novel personalized medicine application is implemented widely into practice.?

Update: Seems that Verizon's still singing the same tune it was back in February, claiming that unauthorized software brought by open bootloaders could harm the overall network user experience:
Verizon Wireless has established a standard of excellence in customer experience with our branded devices and customer service. There is an expectation that if a customer has a question, they can call Verizon Wireless for answers that help them maximize their enjoyment and use of their wireless phone. Depending on the device, an open bootloader could prevent Verizon Wireless from providing the same level of customer experience and support because it would allow users to change the phone or otherwise modify the software and, potentially, negatively impact how the phone connects with the network. The addition of unapproved software could also negatively impact the wireless experience for other customers. It is always a delicate balance for any company to manage the technology choices we make for our branded devices and the requests of a few who may want a different device experience. We always review our technology choices to ensure that we provide the best solution for as many customers as possible.

DALLAS (AP) ? Gov. Rick Perry said Monday that Texas won't establish an online marketplace for patients to shop for insurance or expand Medicaid, two key elements of the federal health care overhaul.
In a letter sent to U.S. Health and Human Services Secretary Kathleen Sebelius, Perry said both elements "represent brazen intrusions into the sovereignty of our state."
"I will not be party to socializing health care and bankrupting my state in direct contradiction to our Constitution and our founding principles of limited government," Perry said in a statement.
The Supreme Court upheld most of the federal health care law last month, although it said the federal government can't withhold states' entire Medicaid allotment if they don't expand Medicaid, the health insurance program for the poor and disabled. If states choose not to set up a health care exchange, an online service for people to comparison shop for insurance, the federal government will establish one for them.
About 6.2 million Texans ? a quarter of the state's population ? are uninsured.
Expanding Medicaid would add millions of people "into the already unsustainable Medicaid program, at a potential cost of billions to Texas taxpayers," said Perry, a Republican. The Texas Health and Human Services Commission has estimated the Medicaid expansion would cost the state $27 billion in the first 10 years, a number many Democrats dispute.
The state has estimated about 2 million people would be added to the Texas Medicaid rolls in the first two years if it went ahead with the expansion.
Texas House Speaker Joe Straus, another Republican, said he hoped voters would address the issue by electing Republican presidential candidate Mitt Romney, who has promised to repeal the health care law. He would not say what he thought the state would do if President Barack Obama is re-elected.
"There are a lot of stakeholders we'd need to hear from before we could make a decision on that," Straus said.
Texas Medical Association survey given to The Associated Press over the weekend found that the number of Texas doctors willing to accept government-funded health insurance plans for the poor and the elderly has dropped dramatically amid complaints about low pay and red tape.
Only 31 percent of Texas doctors said they were accepting new patients who rely on Medicaid. In 2010, the last time the survey was done, 42 percent of doctors were accepting new Medicaid patients. In 2000, that number was 67 percent.
Texas Democratic Party spokeswoman Rebecca Acuna called Perry's announcement "both cruel and negligent."
"Rick Perry's Texas solution is to let Texans stay ill and uninsured," Acuna said. "That is not a health care plan. Once again Perry is putting partisan political pandering in front of the interests of Texas."
A message left seeking comment from Sebelius' office was not immediately returned Monday.
