Budget Struggle Raising Anxiety for Health Care

Rarely has the government sent so many conflicting signals in so short a time about the bottom line for the health care industry.

Cuts are coming, says Washington, and some could be really big. Yet more government spending is also being promised as President Barack Obama?s health care overhaul advances and millions of uninsured people move closer to getting government-subsidized coverage.

?Imagine a person being told they are going to get a raise, but their taxes are also going to go up and they are going to be paying more for gas,? said Thornton Kirby, president of the South Carolina Hospital Association. ?They don?t know if they are going to be taking home more or less. That?s the uncertainty when there are so many variables in play.?

Real money is at stake for big hospitals and small medical practices alike. Government at all levels pays nearly half the nation?s health care tab, with federal funds accounting for most of that.

It?s widely assumed that a budget deal will mean cuts for Medicare service providers. But which ones? How much? And will Medicaid and subsidies to help people get coverage under the health care law also be cut?

Perris is looking to lend money to homeowners who want to renovate their residences.

Rebecca Miranda and Luis Natera chat with Perris homeowner Laura Schwecke, who took advantage of the Owner-Occupied Rehabilitation Loan Program to install a new fence, patio and painting at her home. The City is looking to expand participation in the program. PHOTOS BY JOE VARGO


The Owner-Occupied Rehabilitation Loan Program offers up to $50,000 in loans to qualified property owners at two-percent simple interest. To qualify, homes must be owner-occupied single-family detached properties not within a special-hazard flood zone and the owners must meet HUD income guidelines.

Loans must be used to correct existing code violations or address repairs that could lead to future violations. Authorized improvements include new landscaping, fencing, painting, windows and woodwork, patios and room additions.

Laura and Mike Schwecke are among the first homeowners to take advantage of the Perris program, which is being funded through federal grants. The couple borrowed $10,500 to install a new 12-foot by 20-foot backyard patio, new fencing and exterior painting.

Laura Schwecke recently met with Perris staff members Rebecca Miranda and Luis Natera, who are working to increase participation in the new rehab program by getting the word out to Perris residents. The pair checked in with Schwecke to make sure all the improvements lived up the family?s expectations.

?We want to get as many folks as possible into the program,? Natera said. ?We have funds available and we want to let people know that we want to expand this important program.?

Miranda said the city is committed to helping residents improve their homes.

?We want to make people feel welcome in Perris and we believe this program has the potential to improve the quality of life for a lot of families,? she said.

Laura Schwecke said the improvements make home more secure and attractive. The new patio provides shade and cools the house. The new fencing?twice as high as the one it replaced?provides more security and privacy for her 5-year-old son, Austin, to play on his swingset.

She called the new patio a ?huge help? in making the home more appealing and attractive.

?It?s nice to have a nice backyard,? said Laura Schwecke, who with her family moved to Perris about two years ago. ?We spend a lot of time out here. Without the improvements, it would not be that good.

Laura Schwecke said her family was approved for the loan in the summer and work on the home was completed soon afterwards. She said her family is grateful for providing an affordable way to make significant home improvements.

?It?s nice that the city of Perris offers this program,? she said. ?It?s nice that they help people.?

Even if your relationship isn't under a lot of stress or if you feel your relationship is doing just fine, here are a few relationship resolutions for you to consider that will help improve your relationship. After all, what harm could a little improvement do in your relationship?

New Years Resolutions for Your Relationship

1) A little less talk and a lot more action. Every couple talks to each other about things they'd like to do more. They'd like to get tickets to the music hall or go to their favorite lake more. Forget about talking about them. Pick one or two of the easiest or most important things and actually do them. Make it a priority this year.

2) Spend more time together.?When you look back on your life, you probably won't say that you wished you spent more time at work. You'll probably say that you wished you spent more time with your loved ones. Don't risk looking back with that regret. Start this year off right and make a resolution to spend more time together.?

3) Make more memories. In a previous post about holiday gifts your lover will love I wrote about how I am a fan of giving memories for gifts instead of giving things you can buy from a store. This year, make a resolution to make more memories together. Take that vacation you always wanted or do that project on the house together. Whatever you do, make sure it makes memories.?
4) Fight less. This is one most couples want to do anyway. Every couple has one thing that they perpetually argue about: in-laws, children, money, etc. You've argued about ever since you two were together and you haven't fixed it yet. It's likely that you won't resolve it anytime soon, either. Instead of arguing about it over and over again talk with your spouse about how you can both handle the conversation next time it comes up. This will help you to fight less about it and begin the year talking about the difficulty in a positive way.

Remember, New Years resolutions are meant to point you in new directions and create new possibilities. The same can happen with your relationship. Make a resolution to focus on your relationship more this year and who knows what direction you'll be pointed in next year.?

Critics: Myriad blocks cancer answers by impeding data sharing ...

Patents ? Utah company says it has aided, not hindered, research, care.

Tory Galloway thought her negative result on a widely-used test sold by Utah-based Myriad Genetics Inc. cleared her DNA as a cause for her fallopian tube cancer.

She happily advised her four sisters that the disease didn?t result from a family trait. The relief from the December 2010 test, though, was short lived. In October, after getting results from a broader scan at the University of Washington that included dozens of genes, she learned the truth: Her cancer was caused by a mutation that wasn?t included in the Myriad product.

"It makes me nuts to even think about it," said Galloway, a landscape designer in Indianola, Wash.

The broader test, created by University of Washington researchers, uses technology to identify as many cancer risks as possible. There?s one problem: Such a test can?t include the BRCA1 and BRCA2 genes that are the most common inherited causes for breast and ovarian cancer because Myriad owns the patents on them. This prevents other U.S. laboratories from using them in a commercial test.

In the mid-1990s, Myriad helped kick-start the gene-testing revolution by pinpointing the two BRCA genes. Now, the world?s biggest genetic testing company for breast cancer, with a market value of $2.2 billion, is under attack by researchers, genetic counselors, doctors, and their patients.

Besides stifling competitors from offering combination tests, including the BRCA genes, critics also said the company won?t share data from decades of testing that could aid research into how best to interpret screening. They said Myriad doesn?t adequately respond when other researchers find added BRCA mutations that address risks their current tests don?t cover.

"What is at stake is the way we want our health-care system to work," said Robert Cook-Deegan, a professor of public policy, biology, and medicine at Duke University in Durham, North Carolina, who supports limits on gene patents. "The testing has been set up by Myriad to optimize this business model. It is not set up to optimize public health outcomes."

The dispute, which has grown in intensity as more and more cancer-causing mutations are found, has spilled out of the laboratories and clinics into the U.S. Supreme Court. A ruling next year in a case challenging Myriad?s hold on the BRCA patents could either support the company?s profit-driven motives or redefine a nascent industry in a way that affects millions of dollars in revenue.

Myriad officials reject the criticisms, saying they offer faster, more accurate testing for harmful mutations in breast cancer genes than any other laboratory in the world, and that its patents haven?t hindered research or patient care.

"Myriad has never done anything to harm patients," CEO Peter Meldrum said during an interview at his company?s headquarters in Salt Lake City. "We have the most accurate results, we give the fastest results." There has never been a reported case in which Myriad wrongly told that a woman she had a cancer-causing mutation, he said.

Carol Mackoff, 70, a Chicago-based managing director for Rice Financial Products Co., says Myriad "saved my life."

Mackoff tested positive on a Myriad test for a BRCA1 mutation in 2002 after visiting an ovarian cancer prevention program at Northwestern Memorial Hospital in Chicago, she said in a telephone interview. Within weeks, she had her ovaries removed to prevent ovarian cancer, and later in 2009 had a prophylactic double mastectomy.

Without the Myriad test, "I would have had cancer," she said. "The fact that they developed these tests and gave me a tool to work with to allow me to prevent getting cancer, I owe them everything."

Faster, cheaper DNA testing is revolutionizing medical care. Nowhere has the impact been felt more strongly than in breast cancer. A woman who tests positive using Myriad?s tests carries as much as an 80 percent chance that she will get breast cancer in her lifetime. Testing helps women take charge of their medical future, providing options that can include preventative surgery and more extensive monitoring.

Widespread use of the tests has made Myriad an unabashed financial success. The company?s testing business, led by its flagship $3,340 BRCA product, carries an 87 percent gross profit margin that in fiscal 2012 generated $496 million in sales, according to Myriad.

That?s helped boost the company?s shares 30 percent this year.

The Steelers won the game after referee Fred Swearingen called the press box to speak to NFL supervisor of officials Art McNally, who didn?t (or did) look at a replay of the what-just-happened moment before consulting with Swearingen, who wasn?t (or was) fearful of his own safety amid a mob of Pittsburghers who would not have reacted well to the news that a now-defunct rule regarding the initial touching of a pass by an offensive player had wiped out the playoff victory.

Those and other questions permeate the latest installment from NFL Films? A Football Life series, which focuses on the play that gradually and, from the perspective of the Steelers? organization, reluctantly became to be known as the Immaculate Reception.

The conflict still resonates four decades later, with former Raiders coach John Madden refusing to be interviewed for the documentary.? In past comments on the topic, Madden has suggested that the outcome was determined via the unauthorized use of replay review.? ?That?s a helluva damn game that has to go down to someone up in the press box,? Madden is shown telling reporters immediately after the game.

Though it appears that the ball hit Tatum before Fuqua and that Franco would have sped by Villapiano if he hadn?t been clipped (and it looks like he wasn?t), the biggest lingering question is whether the tip of the ball struck the ground just as Harris secured it.

Harris says, ?I can?t say.? From the time Bradshaw threw the ball, it was like I lost all sense of consciousness.? Before I knew it, I?m up and running.? Before that, everything is just a blur.?

Raiders safety George Atkinson insists the tip of the ball touched the ground.? Bradshaw believes that, because Harris won?t clearly say he didn?t trap the ball against the ground, he probably did.

If the ball hit the ground, the contact came just as Harris caught it, because the NFL Films footage shows no bouncing or other movement of the ball, which ended up after the mandatory PAT in the possession of a fan who built a bank vault to keep it safe and secure.

The value of the ball pales in comparison to the value of the play to the mythology of pro football.? Even though the Steelers would lose the following week to the undefeated Dolphins in the AFC title game, the play is widely regarded as the moment at which the fortunes of a long-suffering franchise forever changed.

It also made an indelible impression on a generation of fans.? Growing up 60 miles from Pittsburgh in the days when even the sold out games were blacked out, the antenna attached to our chimney picked up an NBC affiliate that was just beyond the reach of the 75-mile no-broadcast zone.? Though there were maybe only 10 neighbors at most in the room when Harris made it to the end zone, to a seven-year-old the noise made it feel like 10,000.

And at that moment I first realized there?s something about NFL football that was and still is different than anything else I?d ever experienced.

Car bomb in Pakistani market kills 17

At least 17 people are dead and dozens wounded when a car bomb detonated in a crowded market in Peshawar, Pakistan. NBCNews.com's Dara Brown reports.

PESHAWAR, Pakistan -- A car bomb exploded Monday in a crowded market in Pakistan's troubled northwest tribal region, killing 17 people and wounding more than 40 others, officials said.

The bomb went off next to the women's waiting area of a bus stop, which is located near the office of one of the top political officials in the Khyber tribal area, said Hidayat Khan, a local government official. It is unclear if the office was the target.

The 17 dead included five boys and two women, said Abdul Qudoos, a doctor at a local hospital in Jamrud town, where the attack occurred. At least 44 people were wounded, he said.

Local TV footage showed several cars and shops in the market that were badly damaged. Residents threw buckets of water on burning vehicles as rescue workers transported the wounded to the hospital.

Ten Taliban militants attacked the military side of an international airport in Peshawar on Saturday night with rockets and car bombs, killing four people and wounding more than 40 others. Five of the militants were killed during the attack, and five others died the next day in a gunbattle with security forces.

Also Monday, gunmen killed a provincial government spokesman in the southwest Pakistan in an apparent sectarian attack, and then shot to death two police officers nearby, police said.

The attackers shot dead Khadim Hussain Noori in Quetta, the capital of Baluchistan province, said local police official Hamid Shakeel. Noori was the provincial spokesman and also a Shiite Muslim.

As the gunmen were speeding away on a motorcycle, they killed two police officers and wounded a third, said Shakeel. Baluchistan has experienced a spike in sectarian killings in the past year as radical Sunni Muslims have targeted Shiites, who they consider heretics.

The language regime as intended for the European Unitary Patent is described in the Draft Council Regulation implementing enhanced cooperation in the area of the creation of unitary patent protection with regard to the applicable translation arrangements (I take the latest known version from Document 18855/2/11 dated December 12, 2012). In Recital 11 thereof we read:

In order to promote the availability of patent information and the dissemination of technological knowledge, machine translations of patent applications and specifications into all official languages of the Union should be available as soon as possible. Machine translations are being developed by the EPO and are a very important tool in seeking to?improve access to patent information and to widely disseminate technological knowledge. The timely availability of high quality machine translations of European patent applications and specifications into all official languages of the Union would benefit all users of the European patent system. Machine translations are a key feature of European Union policy. Such machine translations should serve for information purposes only and should not have any legal effect

This apperars to be, well,?courageous?not only because of such advanced technology is not available today but also because of it is not clear if it can be achieved anyway in any foreseeable future. Meanwhile, an interim language regime is to be created as described in Recital 12:

During the transitional period, before a system of high quality machine translations into all official languages of the Union becomes available, a request for unitary effect as referred to in Article 9 of Regulation (EU) No ?/2012 should be accompanied by a full translation of the specification of the patent into English where the language of the proceedings before the EPO is French or German, or into any official language of the Member States that is an official language of the Union where the language of the proceedings before the EPO is English. Those arrangements would ensure that during a transitional period all European patents with unitary effect are made available in English which is the language customarily used in the field of international technological research and publications. Furthermore, such arrangements would ensure that with respect to European patents with unitary effect, translations would be published in other official languages of the participating Member States. Such translations should not be carried out by automated means and their?high quality should contribute to the training of translation engines by the EPO. They would also enhance the dissemination of patent information.

Please note that the?patent claims?will be available anyway in the wording of the language of the proceedings and, by high quality translations, in accordance with Rule 71 (3) EPC in both other Official languages of the EPO as well. The Regulation discussed here covers the translation of the specification only.

Hence, in practice I?d expect to see two main scenarios evolving:

  • The specification of European patents marked as ?Unitary Patent? and processed in English as language of the proceedings will, in many cases, be translated into German.
  • The specification of European patents marked as ?Unitary Patent? and processed in German as language of the proceedings will, in many cases, be translated into English.

Of course, there will be many other language pairs but in terms of quantity I think the above-listed pairings will form sort of mainstream. In detail, there will be a tension between two legal requirements:

  • On the one hand, such translations of the specification shall not have any legal effect (cf. also Article 6 Para. 1 and 2 of the Draft Regulation). This encourages applicants (and their professional representatives) not to spend too much effort and, hence, money on translating the specification. The benefits of the compensation scheme as provied under Article 5 of the Regulation are not available for this sort of translations required under Article 6. Under these circumstances, the applicant or the professional representative in charge with the proceedings might be tempted to prepare the translation based on some sort of machine translation e.g. via Google or so.
  • On the other hand, as we learn from the Recitals, lawmakers explicitly have uttered that such translations should not be carried out by automated means and their?high quality should contribute to the training of translation engines by the EPO. However, there appears to be no sanction in case of non-compliance if e.g. a machine translation is filed during the transitory period, and the translation will have no legal effect at all.

In order to play the game, perhaps even a general practice might emerge amongst applicants and their professional representatives by utilising Google to translate the text of the specification in a first step for generating a raw translation which is then followed by a second step of minimum cursoirly human intervention, e.g. by fixing all-too-broken phrases manually.

According to Article 6, Para. 5, the fiddling with semi-human translations will be over 12 years from the application of the Regulation at the latest. Recital 13 reads:

The transitional period should terminate as soon as high quality machine translations into all official languages of the Union are available, subject to a regular and objective evaluation of the quality by an independent expert committee established by the participating Member States in the framework of the European Patent Organisation and composed of the representatives of the EPO and the users of the European patent system. Given the state of technological development, the maximum period for the development of high quality machine translations cannot be considered to exceed 12 years. Consequently, the transitional period should lapse 12 years from the date of application of this Regulation, unless it has been decided to terminate that period earlier.

But what if after 12 years reliable machine translation for complex technical texts still is unavailable?

Well, I?m afraid the users of the EU Unitary Patent system simply will then be required to stick with what is technically available at that time, be it inadequate or not.

In this context it should, however, not be forgotten that in the event of a patent dispute a reliable human translation will be available under Article 4 of the Regulation.

Economic slowdown throughout euro zone a worry for ECB: Liikanen

BERLIN (Reuters) - Economic growth is slowing to a worrying degree across the euro zone and not only in the periphery, European Central Bank Governing Council member Erkki Liikanen said in an interview to be published on Sunday in Germany's Welt am Sonntag newspaper.

"There are a number of indications that the economy is getting weaker and not only in the indebted southern European countries, but across the euro zone," Liikanen was quoted as saying in an excerpt released on Saturday.

"Economic developments are causing us concern," he said, adding that no-one is immune to the effects of the debt crisis. "Not even the German economy."

Liikanen did not say what action should be taken to deal with the slowdown, and a Reuters poll this week found economists are evenly split on what else - if anything - the ECB will do.

Thirty-nine economists said the ECB would hold its main refinancing rate at its current record low of 0.75 percent through the first quarter of next year, while 38 believed it would cut the rate to 0.5 percent.

The ECB on December 6 predicted the euro zone economy would shrink again in 2013. Its projections for economic performance ranged from a 0.9 percent drop to a meager 0.3 percent rise next year, suggesting contraction is far more likely than not.

It had previously penciled in a range of -0.4 percent to +1.4 percent for the euro area economy.

On Dec 7. the central banks of Germany and Austria forecast barely any economic growth in 2013, with the Bundesbank flagging risks of a recession in the euro zone's biggest economy as the debt crisis hits the bloc's core.

Having three school going kids at home and one of them who is really into art and craft, my house has a mini collection of stationary and craft supplies. In fact it is like a mini stationary and craft supply shop. We have all sort of pencils , erasers, various sizes of tapes and even labels from rectangular to circle labels, we have different sizes of scissors and so many more. When we were away from home, staying with daddy in his rented apartment, we felt so handicap without these supply as we got so bored at home and they kids can?t do their art and craft to kill time.

Last look at Earthrise, 40 years later

Forty years ago today, human beings took their last steps on the moon, and had their last look at Earth framed by the lunar horizon. There have been other pictures from the moon since then, of course, but they've all been seen secondhand, based on data sent back by robotic probes. No humans have seen an Earthrise like this one with their own eyes since Apollo 17's crew began their homeward journey on Dec. 14, 1972.

For Andrew Chaikin ? author of "A Man on the Moon," the definitive history of the Apollo moon effort?? the 40th anniversary of our lunar farewell is a cause for reflection.


When Chaikin was a 16-year-old outer-space fanatic, he attended Apollo 17's night launch at Kennedy Space Center, thanks to a letter he wrote to his congressman asking for a VIP pass.?"It was the only part of 'Man on the Moon' that I wrote from personal experience," he told me.

Chaikin said the 12-day mission ended the Apollo program "on the highest note possible."

"By the time of Apollo 17, those guys ? not just the astronauts, but the flight controllers and the planners, the whole team?? they were really on top of their game," Chaikin said. "It was a spectacular mission scientifically. They landed in an absolutely spectacular place. They took some of the most memorable photographs of all the Apollo missions."

Today, Chaikin posted a video that sums up the significance of Apollo 17 as well as the importance of keeping the moon on our agenda for exploration. The five-minute clip includes an amazing view of the lunar module's ascent module rising into the sky, transmitted from a remote-control video camera that was left on the moon's surface.

Chaikin hopes that astronauts will follow through on the implied promise in the words that Apollo 17 commander Gene Cernan spoke just before climbing up from the lunar surface: "We leave as we came and, God willing, as we shall return, with peace and hope for all mankind," Cernan said.

Five days later, Cernan and his two crewmates, Harrison Schmitt and Ronald Evans, rode their command module through Earth's atmosphere and splashed down safely in the Pacific Ocean?? marking the end of NASA's last round trip to the moon. Most Americans weren't even alive when that happened. So how many people living today will still be around when the next moonwalk takes place??

"I don't think we realize how exciting it's going to be when we can see the moon rise, knowing that people are living there, working to make humans a multiplanet species," Chaikin says in the video. "And when they come home, they can share with us one of the moon's most precious gifts: the sight of the earth, breathtakingly beautiful as an oasis of life in the void."

To mark the 40th anniversary of the last human footsteps on the moon, "Man on the Moon" author Andrew Chaikin looks back at Apollo 17's explorations and explains why he believes the moon is the solar system's "jewel in the crown," beckoning us to return.

Today's anniversary, recalling our species' grandest voyages, comes amid a shocking episode in Connecticut that highlights our species' violent tendencies. It was that way this summer as well, when the Aurora theater shootings took place on the anniversary of the Apollo 11 moon landing. Will there ever come a time when the brighter side of our nature, exemplified by the peaceful Apollo program, finally wins out over the dark side? That's one more thing to reflect on over the weekend...

Grandma married a farmer and moved back to Indian Territory, where she raised nine children without the benefit of electricity. SAN FRANCISCO (AP) ? President Barack Obama says he won't go after pot users in Colorado and Washington, two states that just legalized the drug for recreational use. But advocates argue the president said the same thing about medical marijuana ? and yet U.S. attorneys continue to force the closure of dispensaries across the U.S.

Welcome to the confusing and often conflicting policy on pot in the U.S., where medical marijuana is legal in many states, but it is increasingly difficult to grow, distribute or sell it. And at the federal level, at least officially, it is still an illegal drug everywhere.

Obama's statement Friday provided little clarity in a world where marijuana is inching ever so carefully toward legitimacy.

That conflict is perhaps the greatest in California, where the state's four U.S. Attorneys criminally prosecuted large growers and launched a coordinated crackdown on the state's medical marijuana industry last year by threatening landlords with property forfeiture actions. Hundreds of pot shops went out of business.

Steve DeAngelo, executive director of an Oakland, Calif., dispensary that claims to be the nation's largest, called for a federal policy that treats recreational and medical uses of the drug equally.

"If we're going to recognize the rights of recreational users, then we should certainly protect the rights of medical cannabis patients who legally access the medicine their doctors have recommended," he said.

The government is planning to soon release policies for dealing with marijuana in Colorado and Washington, where federal law still prohibits pot, as elsewhere in the country.

"It would be nice to get something concrete to follow," said William Osterhoudt, a San Francisco criminal defense attorney representing government officials in Mendocino County who recently received a demand from federal investigators for detailed information about a local system for licensing growers of medical marijuana.

Assemblyman Tom Ammiano said he was frustrated by Obama's comments because the federal government continues to shutter dispensaries in states with medical marijuana laws, including California.

"A good step here would be to stop raiding those legal dispensaries who are doing what they are allowed to do by law," said the San Francisco Democrat. "There's a feeling that the federal government has gone rogue on hundreds of legal, transparent medical marijuana dispensaries, so there's this feeling of them being in limbo. And it puts the patients, the businesses and the advocates in a very untenable place."

Obama, in an interview with ABC's Barbara Walters, said Friday that federal authorities have "bigger fish to fry" when it comes to targeting recreational pot smokers in Colorado and Washington.

Some advocates said the statement showed the president's willingness to allow residents of states with marijuana laws to use the drug without fear of federal prosecution.

"It's a tremendous step forward," said Joe Elford, general counsel for Americans for Safe Access. "It suggests the feds are taking seriously enough the idea that there should be a carve-out for states with marijuana laws."

Obama's statements on recreational use mirror the federal policy toward states that allow marijuana use for medical purposes.

"We are not focusing on backyard grows with small amounts of marijuana for use by seriously ill people," said Lauren Horwood, a spokeswoman for U.S. Attorney Benjamin Wagner in Sacramento. "We are targeting money-making commercial growers and distributors who use the trappings of state law as cover, but they are actually abusing state law."

Alison Holcomb, who led the legalization drive in Washington state, said she doesn't expect Obama's comment to prompt the federal government to treat recreational marijuana and medical marijuana differently.

"At this point, what the president is looking at is a response to marijuana in general. The federal government has never recognized the difference between medical and non-medical marijuana," she said. "I don't think this is the time he'd carve out separate policies. I think he's looking for a more comprehensive response."

Washington voters approved a medical marijuana law in 1998, and dispensaries have proliferated across the state in recent years.

Last year, Gov. Chris Gregoire vetoed legislation that would have created a state system for licensing medical dispensaries over concern that it would require state workers to violate the federal Controlled Substances Act.

For the most part, dispensaries in western Washington have been left alone. But federal authorities did conduct raids earlier this year on dispensaries they said were acting outside the state law, such as selling marijuana to non-patients. Warning letters have been sent to dispensaries that operate too close to schools.

"What we've seen is enforcement of civil laws and warnings, with a handful of arrests of people who were operating outside state law," Holcomb said.

Eastern Washington has seen more raids because the U.S. attorney there is more active, Holcomb added.

Colorado's marijuana measure requires lawmakers to allow commercial pot sales, and a state task force that will begin writing those regulations meets Monday.

State officials have reached out to the Justice Department seeking help on regulating a new legal marijuana industry but haven't heard back.

DeAngelo said Friday that the Justice Department should freeze all pending enforcement actions against legal medical cannabis providers and review its policies to make sure they're consistent with the president's position. He estimated federal officials have shuttered 600 dispensaries in the state and 1,000 nationwide.

DeAngelo's Harborside Health Center is facing eviction after the U.S. attorney in San Francisco pressured his landlord to stop harboring what the government considers an illegal business.

"While it's nice to hear these sorts of positive words from the president, we are facing efforts by the Justice Department to shut us down, so it's hard for me to take them seriously," DeAngelo said.

The dispensary has a hearing Thursday in federal court on the matter.
