Deputy Director, Human Resource,

Scale PLS 16, No. Of Posts 1 (One)

Overall purpose of the job

Reporting to the Director, Human Resource & Administration, the Deputy Director will provide leadership in the Human Resource Division in the Judiciary.

Specifically, the incumbent will co-ordinate all Human Resource activities at the Headquarters and oversee Human Resource activities in the regions.

Person specification

The successful candidate will:

  • Possess a Masters degree in Human Resource Management/industrial Relations, Business Administration (Human Resource Management) or equivalent;
  • Possess a Bachelors degree in Human Resources Management, Business Administration, Social Sciences or equivalent;

    Deputy Director, Administration,

    Overall purpose of the job

    Reporting to the Director, Human Resource & Administration, the incumbent will provide leadership in the Administration Division in the Judiciary.

    Specifically, the incumbent will co-ordinate all the activities in the Administration Division and oversee Administration activities in the regions.

    Scale PLS 12, No. Of Posts 5 (Five)

    Overall purpose of the job

    Reporting to the line Assistant Director, the incumbent will provide leadership, support and coordination of all activities under the respective section.

    Person specification

    The successful candidate will possess:

  • A Bachelors degree in Human Resource Management or related field; a post graduate diploma in Human Resource Management from a recognized institution will be an added advantage;
  • At least five years experience in a relevant management position;

  • Possess strong organizational and analytical skills;

    Deputy Director, Performance Management

    Overall purpose of the job

    Reporting to the Director, Performance Management, the incumbent will deputize the Director in coordination, negotiations and moderation of performance targets and track the results of various programmes carried out by different Directorates, Registrars and Courts in the Judiciary.

    Person specification

    The successful candidate will possess:

  • A Masters degree in Social Sciences, Economics, Statistics, Public Policy or equivalent. Specialized training/certification in monitoring and evaluation will be an added advantage.
  • At least 10 years experience in Performance Management coordination, negotiations/vetting and evaluation in performance contracting process or in project! programme management. At least five years experience in monitoring and evaluation of projects! programmes will be an added advantage;
  • Demonstrable experience in capacity building in Performance Management.

    Scale PLS 10, No. Of Posts 4 (Four)

    Overall purpose of the job

    Reporting to the Deputy Director, Performance Management, the incumbent will collect and collate and analyze data on performance contracting from the regions.

    Person Specification

    The successful candidate will possess:

  • A Bachelors degree in Social Sciences, Project Management, Public Policy or a related field. Specialized training/certification in monitoring and evaluation will be an added advantage;
  • At least three years experience in negotiations/vetting and evaluation in Performance Contracting and related processes;
  • At least three years of progressively responsible experience in monitoring and evaluation of projects/programmes.

    In addition, applicants for positions under Performance Management will have:

  • Demonstrable experience in designing or implementing organization- wide systems for Monitoring and Evaluation and institutional adaptive management learning;
  • Demonstrable experience in capacity building in Performance Management;
  • Demonstrable competence in macro and micro economic sectoral analysis strategic planning and performance measurement, indicator selection, quantitative and qualitative data collection and analysis methodologies;
  • Demonstrable leadership skills in a collaborative environment;

  • Demonstrable ability to establish and maintain sustainable productive partnerships with clients and stakeholders;

    Scale PLS 8, No. Of Posts 1 (One)

    Overall purpose of the job

    Reporting to the Deputy Director, the Graphic Designer will be responsible for graphic design and branding concepts and execution in the Judiciary.

    Person specification

    The successful candidate will possess:

  • Diploma in Graphic Design or higher;
  • Proven experience with common design applications;
  • Three years relevant working experience as a designer;
  • Legal Sector background will be an added advantage.

    In addition, applicants for the positions ?n Public Affairs and Communication must have:

  • Demonstrable skills, knowledge and experience in Public Affairs and Communication;
  • Proven record of results in development or implementation of communication programmes;
  • Demonstrable experience in media, event management or publications;
  • Networking skills;

    Project Coodinator

    Overall Responsibility

    The Project Coordinator will be reporting to the Chief Registrar. The overall responsibility of the Project Coordinator is to take the lead in managing the JPIP, particularly in initiating, coordinating, and advancing the implementation of project activities to ensure that they are all successfully completed, and that the project is executed in a way that achieves the stated Project Development Objectives and its results.

    The Coordinator would also ensure that activities are in line with the orientations and decisions of the Technical Committee, and in compliance with the Project Financing Agreement, procurement and financial management requirements, and other guidelines and procedures of IDA applicable to IDA borrowers.

    Qualifications and Experience

    The candidate must have:-

  • A Masters Degree from an accredited University in Business, Economics, Commerce, Social Development or other relevant fields.
  • At least ten (10) years of relevant experience in project design, implementation and management;
  • Excellent analytical and administrative skills as well as solid writing and communications abilities.
  • Proven capacity for intellectual and operational leadership, including strong interpersonal and communication skills and demonstrated ability to build, manage and work in a team.
  • Experience in the management of donor funded projects.
  • Knowledge of Kenya and local institutional processes, including financial and procurement procedures of the Government and the World Bank.
  • Familiarity with the operations of Judicial Systems in Africa in general and in Kenya in particular.
  • Demonstrate a high degree of integrity, initiative, flexibility, judgment, reliability and ability to work without supervision.

    Duration of the Contract

    The Project Coordinator appointment will be for the duration of the Project but will initially be for an initial period of twelve (12) months (probationary) with possibility of extension based on the job holder satisfactory performance.
